    The upcoming CAF ExCo meeting in Tanzania represents a critical legislative pivot for the organization’s judicial structures.

    Following the 2025 AFCON final, where initial sanctions were viewed by some observers as insufficient, Motsepe is pushing for a reform of the CAF Disciplinary Code to provide judicial bodies with “stronger tools” for enforcement.

    Tactically, this involves expanding the definition of misconduct to better capture behaviors that undermine the “global competitiveness” of CAF competitions.

    Beyond the Disciplinary Code, the agenda will likely address the standardization of VAR protocols and officiating accountability, as Motsepe looks to harmonize technical excellence with rigid administrative discipline.

    The Dar es Salaam session is a strategic effort to insulate CAF from the political and emotional pressures that often follow high-stakes finals.
